its publishing and literacy initiatives in Rwanda.

In Rwanda, Room to Read collaborates
closely with government institutions, private publishers, development partners,
and creative industry actors to boost the supply and quality of reading
materials in Kinyarwanda and English.
Position: Content Development & Publishing
Consultant Rwanda
The Content Development &
Publishing Consultant will provide technical leadership in the creation,
production, and distribution of high-quality children’s reading materials.
This includes strengthening local publishing capacity, supporting
national-level frameworks, and ensuring alignment with government standards.
Key
Responsibilities
1.
Strengthening Rwanda’s Publishing Sector
The consultant will play a major
role in rebuilding and improving the country’s children’s book ecosystem,
including:
- Mapping, identifying, and engaging private publishers,
creatives, and publishing associations
- Building strong partnerships with authors,
illustrators, graphic designers, editors, and publishing houses
- Leading workshops, capacity-building sessions, and skills-development
programs
- Facilitating co-creation and adaptation workshops for
new children’s storybooks
This role requires someone deeply
familiar with Rwanda’s creative industry and passionate about uplifting local
talent.
2.
Planning, Budgeting & Program Coordination
The consultant will:
- Prepare and review annual and quarterly budgets for all
publishing-related activities
- Coordinate closely with REB, MINEDUC, MINUBUMWE, Kigali
Public Library, publishers, associations, and local organizations
- Manage logistics for workshops, training, printing
activities, and field implementation
This requires strong project
management and communication skills.
3.
Developing High-Quality Reading Materials
A major responsibility involves leading
the printing and distribution of Kinyarwanda decodable readers:
- Oversee mass production of literacy materials
- Work closely with local printers to maintain quality
- Ensure compliance with technical specifications and
government standards
- Guarantee adherence to Room to Read’s quality assurance
guidelines
Your leadership will greatly
influence the reading materials used across Rwanda’s schools.
4.
Teacher & Library Support
To ensure the materials are used
effectively, the consultant will:
- Support the rollout of teacher and librarian training
programs
- Provide guidance on using decodable readers, library
management, and reading activities
- Ensure reading materials are integrated into teacher
capacity-building initiatives
This aligns with Room to Read’s
mission of improving literacy at the foundational level.
5.
Supporting National-Level Frameworks
The consultant will also support the
development and validation of major national education frameworks:
- Rwanda’s national book policy
- National textbook strategy
- National storybook guidelines and implementation plan

Required
Qualifications
To be eligible for this exciting
consultancy opportunity, applicants must have:
Academic
Background
- Master’s degree in:
- Education
- Publishing
- Literacy
- Communications
- OR related fields with strong focus on
publishing/content development
Professional
Experience
- Minimum 8 years of experience in Rwanda’s
children’s publishing sector
- Strong background in:
- Storybook creation
- Book production
- Capacity-building for authors, illustrators, editors,
or publishers
- Demonstrated ability to facilitate technical workshops
- Experience collaborating with REB, MINEDUC, publishers,
and creative sector stakeholders
- Deep understanding of Rwanda’s publishing ecosystem
Skills
- Excellent written and spoken communication in Kinyarwanda
and English
- Strong documentation and reporting abilities
- Ability to work independently and manage multiple tasks
